PAGCOR Cracks Down: All Gambling Billboards Must Go by August

(Manila).- The Philippine Amusement and Gaming Corporation (PAGCOR) has launched a sweeping campaign to clean up public spaces, ordering the immediate removal of all gambling billboards and out-of-home (OOH) ads nationwide.

PAGCOR Cracks Down: All Gambling Billboards Must Go by August

In a directive issued July 7, PAGCOR instructed licensed operators, suppliers, system administrators, and venue managers to take down promotional materials from public transport systems—including buses, jeepneys, trains, and taxis—no later than August 15.

Only responsible gaming campaigns approved by PAGCOR will be allowed moving forward, the agency clarified. "This is part of our commitment to creating a safer, more mindful gaming environment,” said PAGCOR Chairman and CEO Alejandro H. Tengco. We don’t want to fuel a culture of gambling addiction.”

Stakeholders must also submit a full inventory of their current billboard and wallscape ads by July 16, detailing specs such as dimensions, materials, locations, rental terms, and Ad Standards Council permit numbers.

Tengco underscored that while PAGCOR plays a role in revenue generation and industry regulation, the protection of vulnerable communities—especially young people—remains a priority. “Reining in pervasive and excessive gambling ads is crucial to safeguarding public welfare,” he added.

The agency made it clear: don’t swap removed billboards for new ones.
